Dragon Ball Kai ep 83 - The TV Is Taken Over! The Cell Games Press Conference Goes Live

Story

Kuririn and Vegeta show up to where Trunks had just been fighting Cell moments ago. Trunks is furious and ashamed of himself, as Kuririn immediately looks for answers. Trunks tells him all about Cell's Tenka-ichi Budokai revival, happening in ten days time. Kuririn is pretty dumbfounded.

Exactly who is left to even fight in that kind of tournament?!
"You'll have my blade."
"And my bow."
"And my axe!"

Naturally, Trunks goes into full on Nam flashback mode when #16 shows up, asking to help.
But Kuririn tells 'em to chill, bro, 16 is a cool dude.

Back at the Heavenly Realm, Piccolo resolves to spend time in the Room of Spirit and Time to prepare for the tournament, too.

With that, everyone (except Piccolo, Tenshinhan, Goku, and Gohan -- who are all still at Kami's Temple) meets up at Capsule Corp. to watch TV. Cell said that's where he'd be making his announcement, and together they can strategize exactly how to handle Cell's Budokai after they have all the information.

So Doc Brief works on repairing #16
Mama Brief hits on her future Grandson
and Muten Roshi reminds the audience that Dragon Ball was a pretty cool show.
From Son Goku's clutch losses at the 21st and 22nd Tenka-ichi Budokais,
to his marriage proposal to Chichi at the 23rd,
and finally becoming the strongest man under the heavens, after narrowing defeating Piccolo in the final round of the same tournament.

Dragon Ball: It's a pretty cool show.

"Heh, I remember back when I was a kid..."
"Used to take me a whole month to murder an entire planet back then. So precious."
"... Oh right. I forgot you guys don't like murder on this planet."

Elsewhere, Cell begins setting the stage for his coming tournament. And we discover his surprising love of stone work and design.

"As I thought, the stone here looks to be of fine quality."
"Good. A bit rustic-looking, but I'll think of something later."

This is such a weirdly humanizing moment that is so uncharacteristically charming, I kind of wish we knew more about Cell's non-death making hobbies.

Back at Capsule Corp., Doc can't make heads or tails out of #16's design.
But Tama helps as best he can.
(Awwwwww.)

The following day, Cell takes a stroll through town to the television station.

Sort of.

"Hey, is this where I go to be on TV?"
"U-upstairs. P-p-please, just go, don't hurt us!"
"Just go? You don't want to hear the monologue I prepared from King Lear?"
"Rude."

With that, Cell begins making his way across the television stations, as he heads toward live news.

"Knock, knock."


"Get hype."

Finally, Cell makes his way to the news desk.
Well... there was a desk, anyway.

There, as all the world tunes in, Cell announces his Cell Games. A Tenka-ichi Budokai-style tournament, where the rules are mostly the same... Except killing is allowed, and everyone will be fighting Cell, one at a time, until Cell is utterly beaten. If no one can beat him, then he promises to kill every single person on Earth.

(Meanwhile, Fox News reaches out to Cell to sign him on as a contributor.)

"This announcement by Cell quickly shrouded the world in terror. It was clear to anyone watching that military and police units, which had grown soft in peacetime, were no match for him.  The people had forgotten about the young boy who once fought against Piccolo Daimao. The people did not know about the warrior who fought Vegeta and the Saiyan invasion, as well as Freeza..."

"... named Son Goku."

What's cut?
DBZ 166, Goku tucks Gohan into bed after their training.
While Yamcha and Kuririn resolve to enter the Cell Game.
And Chichi reminisces about when Gohan was simply to be a scholar. 
And finally in 166, Goku and Gohan have a nap.
Then in DBZ 167, Doc's Dino seems interested in #16.
Cell has a stroll through the countryside.
Two of the strongest men on Earth engage in slapstick.
And Gohan has a nightmare about his mother,
where Cell shows up and murders her and Piccolo.
